Running Gear: Running Pants for Wind/Rain/Snow

A gentleman at EMS recommended the Nebula pants to me for running in raining/snowy/cold environment.  The material is a bit funky, and on the website they mention use for hiking, but not running specifically.  Does anyone have any experience with these or pants like these.  Or are there any that you would recommend.  The 30 degree weather seems to be sticking around, and I would like to get something so that I can start some outdoor training.
