I run approx. 15 kms every second day and lately I've been getting a rash on my stomach - a bunch of small red bumps (not itchy).

I ususally wear cotton tank tops, but it's getting hotter and more humid here in DC so I'm guessing I should switch to a 'quick dry' or 'cool max' fabric that wicks away the sweat as to avoid the not-so-attractive rash.

Does this happen to anyone else? Other suggestions?

     Thanks!

Haven't experienced it personally, but I work in dermatology--mostly likely you're right.  Its probably caused by a combination of heat and moisture irritating the skin, and a moisture-wicking fabric is your best bet.  Also make sure you shower off right after your workout.  good luck!
